WASHINGTON, D.C. - Representatives Anthony D'Esposito (NY-04) and Jim Costa (CA-21), as Co-Chairs of the bipartisan Crime Survivors and Justice Caucus, introduced H.Res.330 – legislation designating the week of April 23, 2023-April 29, 2023, as “National Crime Victims’ Rights Week.” Senators Chuck Grassley (R-IA) and Dick Durbin (D-IL) introduced companion legislation in the United States Senate.

“I am proud to join my Co-Chair, Congressman Costa, in introducing this bipartisan resolution, said D’Esposito. “As a retired NYPD Detective, I have seen firsthand the challenges faced by crime victims as they work to overcome their trauma. Congress must continue to advocate for victims and advance policies that better protect them.”

"During National Crime Victims' Rights Week, we honor crime victims, survivors, and the individuals who advocate for them each day," said Costa. "This week is important to remember how we can improve their lives and ensure they have the support they need to heal. It remains a top priority for me to advocate for survivors and provide them with the resources they so rightfully deserve."

The 2023 National Crime Victims’ Rights Week theme is ‘Survivor Voices: Elevate. Engage. Effect Change,” which highlights the importance of encouraging survivors to let their voices and stories be heard, and better inform policymakers on how to provide more assistance to victims. In March, Representatives Anthony D'Esposito (NY-04) and Jim Costa (CA-21) launched the bipartisan Crime Survivors and Justice Caucus.

The Congressional Crime Survivors and Justice Caucus (formerly the “Congressional Victims’ Rights Caucus”) was co-founded and established in 2005 by two then-freshman Members, Ted Poe, and Jim Costa. Caucus members have both introduced and supported federal legislation to improve victims’ rights and services and continue to work diligently to protect federal funds that are designated to aid victims and survivors of crime. The Caucus also provides resource guidance to communities traumatized by mass casualty events and other acts of violence.
